A gym would be nice, but not necessary. You can do sit ups at home, push ups, you can run, etc...
Also your diet is VERY important. Eating a little less will help, but even more important is what you eat. Stay away/cut back on dairy products, milk, butter etc...stay away/cut back on fatty red meat...eat more veggies, fruit and pasta.
If your heavy at 16 it is extremely important you form the right habits now when your young. It gets harder as you get older.
